The
Law "On State Flag of the Republic of Uzbekistan" was adopted on
November 18, 1991. |

The
national flag of the Republic of Uzbekistan and its symbolism have
historical continuity with the states existing on the territory of modern
Uzbekistan, taking into account national - cultural traditions and
natural-climatic features of the republic.
Blue color on banner is a symbol of eternal sky and water, as one
of the basic sources of life. Namely blue color was the color of the
banner of Amir Temur state. Thus, a blue strip of the flag of the Republic
of Uzbekistan is the symbol of vitality of the republic and the attribute
of historical continuity.
A white strip on the flag is the symbol of peace traditional for
our population, a wish of a good way (ok yul), aspiration to moral
cleanliness of thoughts and actions.
Green color is the color of nature, new life and fertility in many
states where the prevailing part of the population are Moslems. It also
symbolizes close connection of history with the modern movement of "Greens"
for preservation of the environment.
Red lines are vital force, inexhaustibly flowing inside each alive
organism, connecting our kind, pure thoughts with the eternal sky and real
affairs on the ground.
The young crescent is connected with historical traditions and
simultaneously may be considered as a symbol of newly nascent independence
of the republic.
Stars, always and at all peoples, were considered as symbols of
cloudless sky. There are 12 stars on the national flag of the Republic of
Uzbekistan, which is directly connected with our historical traditions,
our ancient solar calendar beginning with Navruz. The names of 12 months
of this calendar - khamal, sovr, dzhavza, saraton, asad and others are
simultaneously the names of 12 zodiac constellations. Especially it is
necessary to note that the symbolism of 12 stars has no anything common
with religious sects and persuasions. We connect reverence of 12 stars
with the development of scientific idea in the states existing on the
territory of present Uzbekistan. According to the star catalogue of
Ulughbek, scientific validity of which is recognized all over the world,
movement of the Sun on firmament within a year was precisely determined by
position of those 12 stars about which it was mentioned above.

The Law
"On State Emblem of the Republic of Uzbekistan" was adopted on
July 2, 1992
|

In
the center of the Emblem the bird Khumo that in historical works is named
as Semurg, "Davlat Kushi" (Bird - State) and "Kultubulgan"
(Solar Bird) is depicted on a background of rising sun. Khumo means
bringing happiness, and alongside with the ancient holiday Navruz this
legendary bird has won glory as a symbol of salutary force, generosity and
selflessness and corresponds to expectations of Uzbek people about peace,
kindness, happiness and well-being.
The bird Khumo is depicted with highly cocked wings that as though
cover all Uzbekistan with its mountains, green valleys, rivers and gardens.
In the bottom part of the Emblem "Uzbekiston" is written on the
ribbon representing the flag of the republic.
On both sides the bird Khumo is framed with wheat ears and opened
white cotton balls. It means that cotton along with bread created by labor
of people is a symbol of abundance.
In the top part of the Emblem there is the octahedron - a mark of
strengthening and prosperity, a mark of unity and variety of the world,
long since used in ornamental art of Uzbekistan. Inside the octahedron a
crescent and a star are represented as sacred symbols of Moslems.

PREAMBLE
The
people of Uzbekistan, solemnly declaring their adherence to human rights
and principles of state sovereignty, aware of their ultimate
responsibility to the present and the future generations, relying on
historical experience in the development of Uzbek statehood, affirming
their commitment to the ideals of democracy and social justice,
recognizing priority of the generally accepted norms of the international
law, aspiring to a worthy life for the citizens of the Republic, setting
forth the task of creating a humane and democratic rule of law, aiming to
ensure civil peace and national accord, represented by their
plenipotentiary deputies adopt the present Constitution of the Republic of
Uzbekistan.

Uzbekistan" was adopted on December 10, 1992 at the eleventh session
of the Supreme Council of the Republic of Uzbekistan. |
